if a npc shows a white lighthing bulb that means that they will give you a quest if you talk to them, after accepting the quest or just talking to them three ... will appear meaning that you accepted the quest and that you can now do it. When black lightbulb appears that means that you have completed the quest and that if you talk again with them they will give you a reward. After you finish talking a sound can be heard and meaning that you succesfully completed the quest.
